The Climate Adaptation Analyst will play a pivotal role in preparing California for a more resilient future. Under direction of the Project and Program Supervisor, the analyst serves CPUC decision-makers in developing high-level policy and aids in overseeing programs that are developed pursuant to those policies. The analyst will conduct policy and quantitative analysis related to energy infrastructure, risk-based decision-making, coordinate with internal and external subject matter experts, and develop work products that are used to advise key decision-makers such as Commissioners, Judges, and Energy Division management; this includes developing briefing documents, reports, and presentations. The analyst will support the policy and technical planning and oversight of Climate Adaptation issues to support resilience and reliability for the state's energy infrastructure coordinated with related long-term planning energy proceedings and other state agencies such as coordination with the California Fifth Climate Assessment. The analyst's work will support policy development and technical review and assessment of the utilities’ Climate Adaptation Vulnerability Assessments coordinating with CPUC subject matter experts, utilities, and other stakeholders. The analyst will support issues related to the Public Utility Regulatory Policies Act (PURPA) including combined heat and power policies. The analyst may also support research, development, and demonstration (RD&D) programs to support the Commission’s goal for prioritizing innovation investments in climate adaptation. In general, the analyst will serve to support the state's mission to ensure electric and natural gas systems provide safe, reliable, and affordable service to customers while mitigating and adapting to climate change. The analyst will consider diversity, equity, and inclusion in policy analysis, stakeholder engagement, and internal processes.

The analyst will also provide general support to the Climate and Equity Initiatives (CEI) section including assisting with cross-proceeding work, workshops, developing website content, contract management, and respond to information requests, both internal and external.

This position requires travel.

This is a hybrid position that will require the selected candidate to report to their assigned headquarter office a minimum of two (2) days a week. Hybrid positions may be eligible for telework under California Government Code Section 14200 for eligible applicants residing in California. In accordance with CPUC Telework Policy, telework arrangements are subject to change and may be reevaluated at any time.

  3. Describe your experience in project management, particularly with diverse stakeholders and public forums.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Familiarity with California energy and climate policies
  • Familiarity with electric grid and/or gas system infrastructures
  • Excellent written and verbal communication skills
  • Experience with with visual mapping tools / developing visual graphics
