Job Description

Summary : The Community Engagement Manager provides strategic leadership and oversight for community engagement efforts across the 13-county Gulf Coast region. This role supervises and supports the Community Engagement Specialist(s) and Coordinator(s), ensuring consistency, alignment, and impact in outreach, partnerships, and service delivery. The Manager develops regional engagement strategies, oversees implementation, and ensures initiatives strengthen Workforce Solutions’ visibility, access, and community trust.

This position plays a vital role in engaging underserved populations, fostering strategic partnerships, coordinating large-scale outreach, and ensuring community engagement staff are meeting organizational goals.

Key Responsibilities

Leadership & Oversight

  • Provide direct supervision, coaching, and performance management for Community Engagement Specialists and Coordinators.
  • Develop annual and bi-annual engagement strategies, ensuring alignment with Workforce Solutions and Board priorities.
  • Establish performance measures, track outcomes, and ensure accountability across the engagement team.
  • Approve and monitor Community Engagement Plans, reports, and partner agreements.

Strategic Engagement

  • Build and maintain high-level relationships with community leaders, educational institutions, employers, and government and faith-based organizations.
  • Represent Workforce Solutions at regional events, conferences, coalitions, and forums.
  • Ensure alignment of outreach and engagement activities with organizational branding and communications standards.
  • Evaluate community needs and service gaps; advise leadership on strategic opportunities for impact.

Program & Event Oversight

  • Oversee planning and execution of community events, job fairs, workshops, and regional initiatives.
  • Ensure community feedback is collected, analyzed, and incorporated into program improvement.
  • Coordinate regional outreach campaigns and delegate responsibilities among staff.
  • Maintain a centralized calendar of engagement events across the region.

Operational Excellence

  • Review and submit timely reports and activity summaries to leadership.
  • Ensure compliance with documentation standards, partner agreements, and audit requirements.
  • Partner with internal departments (operations, business services, communications) to ensure community engagement efforts are integrated and aligned.
  • Oversee return on investment analysis of outreach activities and community partnerships.

Minimum Qualifications

  • Bachelor’s degree in Communications, Public Administration, Community Development, Social Services, or a related field (or equivalent experience).
  • At least 5 years of experience in community engagement, outreach, workforce development, or related field, including 2 years in a supervisory/managerial role .
  • Demonstrated ability to build partnerships, convene stakeholders, and manage teams.
  • Strong project management, event planning, and public speaking skills.
  • Proficiency with MS Office Suite and comfort with dashboards, CRM systems, and data analysis.

SPECIAL REQUIREMENTS:

  • Must possess and provide a valid Texas Driver’s License and Automobile Liability Insurance as required by the State of Texas.
  • Must have access to reliable transportation in order to travel within service area.

  • WORK ENVIRONMENT: Fast-paced, demanding both, physically and mentally, and in constant communication.
