DEPUTY CHIEF ADMINISTRATIVE OFFICER

Department: Administration

Division: Mayor

Pay Grade: GRA DE 190: $115,282.02 - $167,158.93 Annual Salary.

FLSA Status: Non-merit, Exempt, Eligible for Benefits

Position Summary

An appointed position under the direction of the Chief Administrative Officer (CAO), the Deputy CAO works as an assistant to the CAO and performs a variety of professional-level duties to ensure the strategic direction, mission, and operations of City Administration are implemented efficiently and effectively. Responsibilities of the Deputy CAO are broad in nature and require a high level of political acumen and administrative discretion.

Essential Job Functions

The Deputy CAO will be responsible for a wide range of activities, including, but not limited to, the following:

  • Serving as an assistant to the CAO in carrying out the vision, mission, and objectives of City Administration; developing tactics, policies, and initiatives to implement strategic initiatives; administering policies, procedures, programs, goals, and objectives.
  • Representing the City to the public, elected officials, other agencies, and jurisdictions, committees, community groups, and organizations, as directed; making presentations; leading and participating in meetings and committees.
  • Acting as the CAO for assigned projects and issues; serving as point person on key strategic initiatives; interacting with departments to discuss initiatives, strategies or concerns at both broad and detailed levels; providing general guidance, advice, and administrative policy interpretation to departments as needed.
  • Assisting with preparing strategic and annual work plans; developing and executing special projects impacting the operations and activities of City Administration; developing, implementing, improving, monitoring, and evaluating programs, projects, workflow, methods, and work products in accordance with City plans, budgets, and policies; performing complex research, specialized management studies, and in-depth analyses.
  • Developing, implementing, managing, and evaluating programs, policies, guidelines, procedures, and practices.
  • Reviewing and analyzing pertinent statutes, regulations, ordinances, and policies in terms of impact on City Administration; ensuring compliance.
  • Fostering a culture of collaboration, accountability, and performance excellence among staff.
  • Coordinating interdepartmental communication and collaboration.
  • Updating the CAO on the status of developing issues or concerns, projects and the work of the Deputy CAO overall.
  • Performing other related duties and responsibilities as assigned to support the overall operations and objective of the CAO.
  • Attendance and punctuality are essential functions of this position. Employee is required to work as a team and frequently meet with co-workers and supervisors; employee is required to communicate in-person with the public during office hours; and employees are required to use on-site equipment.

Education And Experience Requirements

  • A bachelor's degree in public administration, business management, accounting or related field and five or more years of satisfactory, full-time, directly related work experience in government management with progressively increasing responsibilities.
  • Any combination of experience and education that would likely provide the required knowledge and abilities may be qualifying.
  • Ability to effectively communicate abstract or highly technical ideas, both orally and in writing.
  • Ability to work effectively with diverse groups, demonstrating leadership, mediation, and trust building skills. Ability to recommend and build consensus on selection of management alternatives to achieve organizational objectives.
  • Knowledge of principles of management, planning, budgeting, accounting, governmental finance and personnel principles and practices. Responsibility for working with departments on studies, audits and projects to enhance City performance.
  • Proficiency in statistical analysis, research methods, organizational and time management skills.
  • Demonstrated proficiency in the use of personal computers for word processing and spreadsheet analysis.
  • Demonstrated ability to work independently with initiative, self-reliance, and dependability.

Special Requirements

  • This is an appointed position exempt from the protections described in Utah Code Ann. Section 10-3-1105(1)(a).
  • A valid Utah Driver's License is required for travel to meetings and conferences.
  • Employees will be required to complete NIMS IS100 and IS700 within six months of hire.
