Position Summary & Responsibilities

The position (K0069763)

This position is responsible for review of statutorily required county and regional solid waste management (SWMP) plans. Reviews county and regional solid waste management (SWM) plans for the entire state, working in coordination with the Unit Chief. After review, approves or denies 5-year SWM plan updates and annual or special revisions as they are submitted. Provide technical assistance as needed to county and regions with revisions and plan updates. Facilitate local SWM planning meetings as requested and directed.

The selected candidate will be responsible to independently create and provide training materials for Household Hazardous Waste (HHW) operators. HHW training is provided: by coordinating the 24-hour and 8-hour refresher training provided by contractors; by developing, preparing, and administering training materials and training related HHW safety issues. HHW training activities may include conferences, seminars, certification, and development of Internet courses. Provide technical assistance to HHW programs for all aspects of operation except permitting. Produce an HHW annual report from information submitted by the permitted HHW facilities. This report is due by December 1 of each year. Assist with the preparation of draft regulations related to the administration of the Kansas solid and hazardous waste programs. Help with the development of proposed regulations by identifying informational needs, soliciting information from bureau staff, compiling information, and preparing the final draft. Work with technical staff to prepare regulatory impact statements as directed. Make recommendations for changing regulations to accomplish new technical goals. Coordinates with the Grants Coordinator(s) and other Bureau staff for Household Hazardous Waste Facility and CESQG/KSQG grant programs by providing technical expertise to potential recipients, local governments, the public, and agency staff. Confirm eligibility of grant applicants and if requested items meet requirements.

The position includes serving as a member of the KDHE Disaster Response Team as needed to assure the agency's public and environmental health response is adequately staffed during and immediately following natural and/or manmade disasters, infectious disease outbreaks, and/or acts of terrorism.

Solid Waste Management Plans: Reviews the majority of county and regional solid waste management (SWM) plans for the entire state, working in coordination with the Unit Chief. After review, approves or denies 5-year SWM plan updates and annual or special revisions as they are submitted. Provide technical assistance as needed to county and regions with revisions and plan updates. Facilitate local SWM planning meetings as requested and directed.

Job Responsibilities may include but are not limited to the following:

Qualifications

  • Education :
    • High School, GED
  • Licensing & Certification:
    • Valid Driver's License - Incumbent is required to have and maintain a valid driver's license when operating a state vehicle, a private vehicle, or a rental vehicle for the benefit of the State.
  • Minimum Qualifications:
    • Two years of experience in an environmental field and/or program. Education may be substituted for experience as determined relevant by the agency.
  • Preferred Qualifications:
    • Bachelor’s degree in biology or chemistry. 5 years’ experience in the related field may be considered for substitute of formal education.
    • Knowledge of natural science related to environmental or natural resource control and management.
    • Knowledge of basic business and administrative management methods and practices.
    • Technical writing.
    • Proofreading, editing, attention to detail.
    • Knowledge of Household Hazardous Waste programs
    • Knowledge or experience in solid waste facility operations.
    • Knowledge of Kansas' solid waste planning statutes and regulations.
    • Knowledge of the principles of solid waste management planning.
    • Good written and oral communication skills.
    • Advance level experience in environmental science.
    • Five or more years’ experience in operating/managing a solid waste program and HHW program.
    • Word, Excel, PowerPoint, Access.
